A road project is not finished when the surface is laid.
It is finished when the maintaining authority accepts a record of what was built. Traditionally that record is assembled from redlined drawings and spot measurements taken while traffic control is still in place—expensive to collect, incomplete by construction. As-built 3D capture closes that loop: the completed works are scanned in a single pass, referenced to the project datum, and compared directly against the design surface.
The result serves everyone downstream. The contractor demonstrates conformance and closes out the contract with evidence rather than assertion. The asset owner receives kerb lines, drainage inverts, barrier placements and clearances as measurable data, not paper. And the next project to touch that corridor begins from a record that reflects the ground—because it was measured from it.
